Progesterone's primary role in HRT is to protect the uterine lining from estrogen-induced hyperplasia. If you have had a hysterectomy, you do not need progesterone for endometrial protection and estrogen-alone (ET) is the standard regimen. Some clinicians still offer micronized progesterone at bedtime for its sleep and anxiolytic benefits, but this is optional and adds breast tissue exposure that estrogen-alone avoids. Notably, estrogen-alone HRT in the WHI was associated with reduced breast cancer incidence.

Estrogen-alone HRT does not raise breast cancer risk in WHI data. Combined HRT shows a small absolute increase after ~5 years. Risk is lower than alcohol or obesity.
